Dear Mr. Bush
I return herewith the letter signed by me and witnessed by Mr. Down, Commissioner for Oaths.¹  I should like to tell you that in view of the facts of the case Mr Down refused to make any charge.  I am sorry for the delay in returning the letter but I have been away for three days.
